This issue's theme · Gatekeeping for AI Agents
The SVTR AI Venture Activity Index stood at 155.7 this week, down 4.8% from last issue and 55.7% above the 2025 median. Among sectors, Productivity (+8.6%) and PropTech (+6.0%) led gains, while Financial Services fell 5.3%.
This week we tracked 92 confirmed rounds with $3.3B disclosed, less than half of last week, and no single round above $1B. Money was scarcer, yet deals that put gates around AI agents piled up: five companies building security and governance for agents raised $120M combined, and Workday signed to acquire C1.ai, an identity platform for agents.
New this week: person pages now show "Personal investments", the companies someone has backed in their own name; see, for example, Sam Altman's personal investments.

2. Our Take
- Money is going to gates around AI agents. Five companies building security and governance for agents raised $120M combined (Table 3); Workday signed to acquire C1.ai, which manages agent identity, and Freshworks signed to acquire Torii, which manages AI spend. Our view: before a company lets agents into its systems, it has to answer who the agent is, what it may touch, and who pays when something goes wrong, so these companies are likely to win budget earlier than agent applications themselves.
Table 3 | Issue #179: AI agent security and governance rounds
| Company | What it does | Amount | Lead |
|---|---|---|---|
| Harmonic Security | Governs what data employees and agents hand to AI | $50M Series B | Crosspoint Capital Partners |
| Pluto Security | Monitors AI use by employees, agents and MCP servers | $34M Series A | Jump Capital |
| Opsin | Security governance for enterprise agents and generative AI | $21M | SYN Ventures, Race Capital |
| Harbor | Risk assessment and insurance for AI agents | $10M seed | Base10, Abstract, 8VC |
| Shamrock AI | Testing, observability and governance for agent deployments | $5M seed | Endiya Partners |
Data: SVTR AI venture database, as of 2026-10-18. The five total $120M.
Inference compute in the US and China is being paid for different things. Modal's valuation rose 3.4x in five months yet remains under 16 times annualized revenue; in China this week the compute money came mainly from state capital and telecom carriers: Infinigence AI counts six state-backed investors, China Telecom led Qingcheng.AI, and Beijing state fund Yizhuang Guotou led SUNMMIO. Our view: Chinese valuations are a bet on whether domestic chips can be put to work, not on revenue.
The big chipmakers are backing optical interconnect together. Salience Labs, which makes all-optical switching chips, raised $125M with both AMD's and Intel's investment arms participating; Ayar Labs, in the same field, is the only one of 61 interconnect companies backed by Nvidia, AMD and Intel at once. Our view: no chipmaker wants to bet on the wrong approach, so they co-invest; these valuations buy a neutral position, and payoff waits until one of them puts the chips into a volume rack.
